No one really knows where Phil came from or what Phil really is.  He’s just Phil.  He seems mostly friendly, mostly harmless, and he says Hi! A LOT.  Hi! HI! HI!  Yeah, kind of like that.  He can also squirt some odd substance, but only when REALLY excited.  Other than that, he’s a nice guy.  Kids love him.  Jeffie from The Metallic Onslaught does not love him, in fact, he often eats Jeffie’s shoes and no one knows why.
